How to get to host the Olympics?

I'm about to do a debate with a theme warned "Olympics." I've already achieved a great deal of information about Tibet, as we assume that the topic will be "That we should boycott the Olympics." I trying to gather as much information as possible and wondered why China is holding the Olympics this time around? The websites are appreciated

all stakeholders Olympic Committees (NOCs) first submit its application for candidacy to host the Olympics to the IOC. then the IOC announced candidate cities and these cities are required to submit their formal bid after the IOC Executive Board to cut the cities of 5 candidates and start a tender process as lengthy and intensive visits by IOC members to cities Excutive board candidates to check their facilities and plans. then the candidate cities will formally submit their final bid books. IOC then convene a meeting to start the procedure of voting of the IOC member nations. and there will be rounds of voting in the candidate city with the lowest voting round will be eliminated until only two candidate cities left in the final round (for usually last until the 4th round). The city has the most votes is declared the winner and with it the right to host the Olympics. sometimes if a city candidate obtains more than 50% of the total votes in the previous round, the city automatically declared the winner as what happened in Beijing, when he won rights hosting the Olympic Games only in the second round. As for the 2016 Olympics, here's the timetable for the announcement of the host city: September 13, 2007 - Deadline for submission of applications 1 October 2007 - List of applicant cities announced in January 14, 2008 - applicant cities to submit their dossiers application (mini bid book) (so far, 7 cities have already submitted their application namely, Chicago, USA, Rio de Janeiro, Brazil; Doha, Qatar, Madrid, Spain, Prague, Czech Republic, Baku, Azerbaijian, and Tokyo, Japan.) June 2008 - Executive Council of IOC selects Candidate Cities between candidate cities February 12, 2009 - The candidate cities submitted their books offer Oct. 2, 2009 - Election of the host city for the Games of the XXXI Olympiad (to be held in Copenhagen, Denmark) China won the hosting rights of the 2008 Olympics almost seven years ago (13 July 2001) through voting among the IOC members. At that time, they know the situation in Tibet, Beijing's pollution and its human rights record. As for why they awarded the Games to China? because at the time that former IOC chief Juan Antonio Samaranch, would give China a chance to show the world what they can do if they are to host the Olympic Games after that lost its initial bid in 2000 hope this helps.
